3. In expanding international assistance, we will consider the approach for regional development that the Royal Government of Cambodia wants to promote. To this end, the zoning program and the plan for environmental management could usefully contribute to the development of a master plan for the region.

I took the liberty of stating these three points to reiterate that our interventions are governed by what was stipulated in Tokyo in October 1993. We find these recommendations necessary at a time when the Royal Government of Cambodia must make key choices for the safeguarding of the site of Angkor keeping in mind the welfare of its people and the protection of the environment.
