As for priorities, the following is recommended:
a. Take an inventory of fixture of the various activities and how they are distributed through the overall territory: dissemination and sharing of databases of the different departments, data collection where such are lacking.
b. Design an overall conceptual framework highlighting the coherence of the various projects underway or to be brought into the perspective of achieving the most balanced approach possible to land development.
c. Design a grid for project analysis and monitoring, to become the vital lead in this overarching framework, thus enabling APSARA National Authority officials to assess their relevance at the design stage and to monitor their progress during implementation, even if that should mean redefining the objectives when it is realized in the process that the reality is more challenging that initially anticipated.
