To the preliminary question, “Do we want to turn the City of Angkor into a museum of the past, by focusing only on rehabilitating the archaeological monuments, or is there a vision for a living Angkor that incorporates social issues into archaeological conservation to ensure the permanence of the Khmer civilization?” raised by the Senior Minister, all three working groups unanimously answered, a living Angkor and Angkor living with water as without water Angkor would be dead.
