Introduction

As part of the implementation of the Tokyo Declaration, the ad hoc group of experts was established following the recommendation of the Technical Committee convened on April 2, 1996 in Phnom Penh. The ad hoc group of experts is an official organ of the ICC Technical Committee. It consists of three members appointed by the ICC co-chairs after recommendation from the permanent Secretariat.

For its first mission, the ad hoc group of experts included:

– Mr. Hiroyuki SUZUKI, Architecture historian, Tokyo University

– Mr. Pierre-André LABLAUDE, Inspector General for historical monuments

– Mr. Werner SCHMID, stone conservation specialist, ICCROM.

The group’s mission was to carry out an audit of all completed and ongoing projects, and evaluate new project proposals with a view to establishing a blueprint for conservation of the Angkor monuments.
