• The techniques used must adapted to the actual objectives and available means;
• Design cross-cutting interventions and develop cross-cutting themes;
• Prioritize a move towards theme-specific interventions;
• Favor piloting projects before scale up;
• Develop the missions and strengthen the role and resources of APSARA Authority.
